I bought Remove Ads / a skin and it is gone.
Open the Shop and tap Restore Purchases. Purchases are tied to your Apple Account; make sure you are signed in with the one that bought them.

My progress did not appear on my new phone.
Both phones need the same Apple Account with iCloud Drive enabled for Reflex Rush. Open the app on the new phone and wait a moment; sync happens in the background.

Coins from a coin pack are missing after reinstalling.
Coin packs are consumables and are spent when bought — they cannot be restored by Apple. Coins already in your wallet sync through iCloud if it is enabled.

The leaderboard button does nothing.
Sign in to Game Center in iOS Settings → Game Center, then relaunch the app.

I want to change my ad-tracking choice.
iOS Settings → Privacy & Security → Tracking. In the EEA/UK, the consent form is under the app's Settings → Ad Privacy Options.

Purchases are handled by Apple: reportaproblem.apple.com.
